On September 22, 2024, the Deputy Minister of Foreign Affairs and International Cooperation of Somaliland, Ambassador Rhoda J Elmi, officially received a delegation led by Ambassador James Swan, the Acting Special Representative of the UN Secretary-General, at the Ministry of Foreign Affairs in Hargeisa. The meeting marked another important step in Somaliland’s ongoing diplomatic efforts to strengthen its international partnerships and promote peace and stability in the region.

The discussions between Ambassador Elmi and Ambassador Swan focused on several key issues, including regional development, humanitarian assistance, and the role of international organizations in Somaliland’s upcoming elections. Ambassador Elmi expressed her appreciation for the continued support of the United Nations in advancing Somaliland's development goals and highlighted the need for sustained international cooperation to address pressing challenges, such as food security and climate change impacts in the Horn of Africa.

During the meeting, Ambassador Swan acknowledged the strides Somaliland has made toward democratic governance, particularly in the areas of election preparedness and strengthening of institutions. He emphasized the United Nations' commitment to supporting Somaliland in conducting free and fair elections, with a focus on ensuring the participation of all segments of society, including women and youth. Ambassador Swan also reiterated the importance of continuing dialogue to further political and economic development.

Ambassador Elmi took the opportunity to reiterate Somaliland’s position on sovereignty, emphasizing the nation’s desire for international recognition. She noted that Somaliland had consistently demonstrated its commitment to peace and stability, not only within its borders but also in its contributions to regional security. "We look forward to working closely with the United Nations and other international partners to enhance development, promote peace, and address the humanitarian needs of our people," she said.

In addition to political discussions, both parties explored the ongoing humanitarian efforts in Somaliland, with a particular focus on addressing the needs of displaced populations and communities affected by drought. Ambassador Elmi called on the UN to enhance its support in providing emergency relief and long-term solutions to combat the impacts of climate change. She also emphasized the importance of building resilience through sustainable development projects that could improve livelihoods and foster economic growth.

The meeting concluded on a positive note, with both sides reaffirming their commitment to continued cooperation. Ambassador Swan expressed his admiration for Somaliland’s achievements and resilience, noting that the region continues to serve as a model for stability and democracy in a tumultuous region. As Somaliland moves forward with its plans for the upcoming elections, the international community, including the United Nations, remains a key partner in ensuring that peace and democratic governance prevail.

As the diplomatic engagement between Somaliland and international organizations continues to deepen, the nation’s leaders remain hopeful that their efforts toward recognition and development will be met with greater global understanding and support. Ambassador Elmi’s meeting with the UN delegation is another step toward Somaliland’s broader goal of securing its place on the world stage.
